There is no queue outside the UAE consulate in Delhi, and nothing to queue for. The UAE’s own mission in India puts it in one line: it “does not issue visit/tourist visas on ordinary passports”. Somebody inside the country files yours — a hotel, a UAE airline, an agent, your brother in Sharjah — so the paperwork you spend a week assembling is never read by a consular officer at all.
Your counterparty is a sponsor, and the sponsor has money on the table
The embassy spells the model out: a tourist visa for an Indian national on an ordinary passport “is arranged by a sponsor in UAE”, and can also come from booking a hotel there, from the Emirates or Air Arabia offices, or through a travel agent in India. The federal portal lists the same doors — airlines, licensed travel agents, hotels, or the federal authorities.
That sponsor is not being generous. GDRFA Dubai’s fee table for a visit visa for a relative or friend carries a refundable security deposit of AED 1,000 beside the visa fee, and ICP lists a financial guarantee in the AED 1,000–2,000 range. ICP also puts a floor under who may sponsor family: a monthly salary of AED 4,000 for a first-degree relative, AED 8,000 for second or third degree, AED 15,000 for a friend.
So when a Dubai hotel will not file until it holds a booking that genuinely covers your nights, it is guarding a deposit. Read every document you send as evidence aimed at that person.
Two documents are named on the list. A hotel booking is not one of them.
GDRFA Dubai’s page for the single-entry tourist visa — the 30-day and 60-day permit most Indian visitors travel on — sets three conditions: a passport valid for not less than six months, “a travel ticket to continue his journey or a ticket to leave UAE”, and “medical insurance valid in UAE”. ICP asks for the same two things under tourism, plus a statement of your tour programme.

A hotel confirmation — which still settles things. It is what a sponsoring hotel files against, and the answer to the question asked at arrivals.For scale: GDRFA lists AED 200 for the 30-day tourist visa and AED 300 for 60 days, both plus 5% VAT, turned round in 48 hours. The permit is the cheap, fast part of a UAE trip. Your airfare is not, and that asymmetry runs through the next two sections.
The condition says “ticket”. Here is exactly what we hand you.
We would rather be blunt about one word than sell you a misunderstanding. GDRFA writes “a travel ticket”. A booking, not a purchase, and we will not dress it up as one. If the channel filing your permit insists on an issued ticket, give it one.
Then look at the order the condition imposes. Evidence that you will leave the UAE has to be in the file before anybody has agreed you may arrive. GDRFA turns a tourist visa round in 48 hours and ICP quotes two working days, so the exposure is short. Short is not zero, and it is not the only clock running.
Two clocks, and almost everyone watches the wrong one
The permit has a life independent of your trip. ICP requires entry to the UAE within the 60 days of validity running from the moment it is issued, and GDRFA says the five-year tourist visa must be entered on within two months of its issue date. File in June for a trip in September and you can pay for the same permit twice.
The second clock starts in the arrivals hall — 30, 60 or 90 days depending on what you were granted — and ICP’s fee list prices a late departure at AED 50 for every day.
Insurance is compulsory here, and the wording is looser than Europe’s
Both authorities name it. GDRFA: “medical insurance valid in UAE”. ICP: valid health insurance inside the country. Neither service page publishes a sum insured — the reverse of the Schengen position, where one number settles every argument. Take the requirement at its word: the cover has to function in the UAE across the dates you are there.
Ask one question before buying. GDRFA’s fee tables carry a medical-insurance line priced by the length of the visa, so the channel filing your permit may attach a policy of its own; if theirs is the one the file needs, take theirs. Where the policy is ours it comes from an IRDAI-licensed insurer with the UAE inside its territorial scope, as a PDF you can forward on.
Hold a US visa? Then most of this page does not apply to you
The embassy states it directly: Indian nationals with a valid US visa carrying at least six months of remaining validity can get a visa on arrival at a UAE airport. GDRFA runs the same door for a US green card and for a residence visa issued by the UK or an EU state — fourteen days as a visitor, extendable once, with passport and foreign document each valid six months or more. On 13-02-2025 the embassy announced the list had grown again: residence permits from Australia, Canada, Japan, New Zealand, the Republic of Korea and Singapore now qualify too.
If that describes you, stop building a visa file. The people who decide whether the trip happens are the check-in agent in Delhi or Kochi and then the officer at the arrivals counter, and neither has an application in front of them to read. Both can ask when you are going home.
The visa still open in a system you left years ago
This costs Punjab and Kerala families more grief than any missing document. The embassy is unambiguous: “Without getting the previous visa cancelled, you cannot get a new UAE visa and you cannot travel to UAE.”
If an employer never formally cancelled your residence visa when you flew home, or a relative sponsored a visit visa nobody closed out, that record is still against your passport. No reservation, booking or policy touches it. Only the old sponsor can clear it, and that call needs making weeks before you plan a thing.
What we put together for a Dubai trip
Almost everything we prepare for the Emirates flies into Dubai (DXB), with Delhi, Mumbai and Amritsar the departures we see most; Abu Dhabi (AUH) and Sharjah (SHJ) turn up on family visits. What crosses to you:
- A flight reservation describes the planned route, dates and traveller names. It is separate from a paid flight ticket. Ask the team to confirm the arrangements for your application.
- Where a hotel is not itself sponsoring you, a booking covering every night between the two flights rather than the first three.
- Where the policy is ours, an IRDAI-licensed certificate naming the UAE and the dates you are there.
One line, finally, for the travellers who meet the UAE only at a gate. Connecting through Dubai to Europe and want to leave the terminal? The federal portal says a transit visa runs 48 or 96 hours, is sponsored by the UAE-based airline you are flying, must be approved before you enter, is single-entry and cannot be extended. Stay airside and you need none of it.
None of this is a route to an approval, and nothing we issue shifts a decision — the UAE authorities make that call, and on the day the officer at the counter does.
