Nobody is queuing at the UAE embassy

Somebody books a Dubai holiday on a Tuesday and spends Wednesday hunting for a UAE embassy appointment. They will not find one. Not because the slots are gone — because the appointment does not exist. The UAE government’s own portal says it in one flat line: “The UAE’s embassies do not issue tourist visas.”

So where does the visa come from? Somebody inside the system sponsors you — the airline you’re flying, the hotel you’ve booked, a licensed travel agent — or the application runs through the online services of the federal ICP or GDRFA Dubai. And a large group of Indian travellers skips every bit of that, because they are already carrying the document that unlocks a visa on arrival. It isn’t their passport.

One question decides everything: what else is in your passport?

Before you fill in anything, answer this: does your passport hold a valid visa or residence document from another specific country? That single answer sends you down one of two completely different roads — one with a form and a sponsor, one where you simply walk to a counter at the airport. Everything below follows from it. One question decides the route: does a qualifying foreign visa or residence document sit in your passport?

Route 1 — the document that skips the whole application

GDRFA Dubai publishes a service called exactly that: Visa on arrival for citizens of the Republic of India. The conditions are an ordinary Indian passport plus a permanent residence card (green card) issued by the USA, or a residence visa issued by the UK or a European Union country. The visa on arrival is granted for 14 days, extendable once for a similar period, and the listed documents are short — the valid passport, the qualifying card or visa, and a personal photo on a white background, with the passport and the qualifying document each valid for no less than six months.

In February 2025 the door widened. The UAE Embassy in New Delhi announced that, effective 13-02-2025, Indian nationals holding ordinary passports with valid residence permits from Australia, Canada, Japan, New Zealand, South Korea or Singapore can also obtain a visa on arrival — alongside the existing eligibility for holders of a valid visa, residence permit or green card from the United States, the European Union or the United Kingdom.

Here is where it goes wrong, and it goes wrong the same way almost every time. People confirm the qualifying permit is valid today, book the trip for four months’ time, and never look at the expiry date again. Six months means six months measured against your travel, not against the day you booked. If your Canadian permit or your UK residence visa runs out inside that window, this route closes and you are back on Route 2 with a week to spare. Put both expiry dates and your UAE entry date on one line, and look at them together.

Second habit worth building: check the list again a week before you fly. The official portal itself warns that visa-on-arrival arrangements “may vary from time to time” and tells you to confirm before travelling. A list that expanded once can be revised again. Route 2 — somebody else files it for you

If nothing in your passport qualifies, you use the route the portal defines for everyone else: “A tourist visa is for those who are not eligible for visa on arrival or a visa-free entry to the UAE.” The channels are airlines, hotels and travel agents, plus the government’s own online services — the ICP federally and GDRFA for Dubai. In practice each sponsor serves its own people: airline visa desks handle their passengers, hotels sponsor their guests, licensed agents take everyone else. The sponsor files, the visa arrives electronically, and there is no passport to post anywhere.

Then the durations, where the second common mistake lives. The ICP is precise: tourism visit visas run 30, 60 or 90 days depending on the option selected, issued through tourism establishments authorised for the purpose. But the permit also carries a separate deadline — it must be used to enter the UAE within 60 days of its issue date. Those are two different clocks and people routinely merge them into one. The first is how long you may stay. The second is how long the permit will sit waiting for you before it is wasted. Apply too early and you burn the second while thinking about the first.

There is also a self-sponsored 5-year multiple entry tourist visa, open to all nationalities: 90 days per visit, extendable, and asking for a bank balance of USD 4,000 or the equivalent over the last six months, health insurance valid in the UAE, and a ticket showing a continuing or return journey. The four documents — and the one people arrive without

Strip away the channel differences and the ICP’s stated list for a tourism entry permit is short: a passport valid for no less than six months, a personal photo, a return travel ticket, and a valid health insurance policy applicable in the UAE. Airlines, hotels and agents layer their own upload requirements on top, but those four are the spine of every application.

The one that catches people is the return ticket, because it does not stop mattering once the visa is issued. The ICP names it among the tourism documents, and the 5-year visa explicitly requires “a ticket showing continuing or return journey from the UAE”. Your papers get looked at before you board, not only after you land. The classic version of this failure is a traveller with a valid visa, an open-ended plan and a one-way booking, standing at check-in with nothing to show — and it is entirely avoidable.

That is the part we handle. What none of this buys you

No route here, and no document from us or anyone else, guarantees a visa or entry. Eligibility for a visa on arrival makes you a candidate; the officer at the counter still decides. What a complete file does is remove the avoidable reasons to stop you — the missing return ticket, the permit that expired last month, the passport with five months left. That is the whole job, and it is worth doing properly. Anyone promising more than that is selling something they cannot deliver.

Quite possibly not — and this is the single most useful thing on this page, because it decides whether you spend the next week filling in forms or none of it at all. GDRFA Dubai publishes a service called, in those words, Visa on arrival for citizens of the Republic of India. What qualifies you is not the Indian passport. It is what else is inside it.

The document set GDRFA lists is short: the valid passport, the qualifying card or visa, and a personal photo on a white background — with the passport and the qualifying document each valid for no less than six months. One honest limit: this makes you a candidate, not a certainty. The visa is granted at the counter, and the officer there decides.

The list got longer. The change was additive — which is exactly why old advice on the internet still reads as “correct” while being incomplete.

That last point matters more than the change itself. Plenty of guides written before February 2025 are still online, still accurate about the US, EU and UK, and still silent about the six permits added since. If you hold a Canadian or Singaporean permit and someone told you to apply in advance, they may simply be reading an old page.

Fourteen days, extendable once for a similar period. That is what GDRFA Dubai publishes, and it is shorter than most people assume when they hear “visa on arrival” — the phrase makes travellers picture a month.

Practical consequence: if you already know you want three weeks, the visa-on-arrival route is the wrong tool even though you qualify for it. A sponsored tourism entry permit runs 30, 60 or 90 days depending on the option selected. Choosing the route by trip length, rather than by which one feels easier, is the whole decision.

The visa arrives electronically. There is no passport to post and no appointment to sit through, which is genuinely easier than a Schengen file — provided you stop searching for the consulate that does not exist.

Both, and that is the point people miss. The ICP names a return travel ticket among the required documents for a tourism entry permit, and the 5-year multiple entry tourist visa explicitly requires “a ticket showing continuing or return journey from the UAE”. So it is in the application file long before anyone at an airport asks.

Then it comes back on travel day. Your papers are looked at before you board, not only after you land — which is why the most common version of this failure is a traveller with a perfectly valid visa, an open-ended plan and a one-way booking, standing at check-in with no answer. Get it before you apply, not after. A booking you added at the last minute is the same document — it just arrives when you have the least time to fix anything that is wrong with it.

Four items. If a channel asks for more, that is its own requirement layered on the official core.

Two of those four are ours to solve if you want them solved: a verifiable return flight reservation on a live PNR, and a matching hotel booking with dates that agree with it. Real reservations you can check on the airline’s own site — never edited PDFs.

Sixty days. The tourism entry permit must be used to enter the UAE within 60 days of its issue date — and that is a completely different number from the 30, 60 or 90 days of stay it grants you once you are inside.

Confusing the two is the most expensive ordinary mistake on this route. Someone books a holiday for four months’ time, applies immediately because being organised feels safe, and quietly runs the permit out of road before departure day.

Applying the day you book
The permit is issued and starts its 60-day countdown straight away. If your flight is further out than that, the document expires while you are still packing — and you begin again, in a hurry.
Applying against the flight date
You work backwards from departure so the permit is comfortably live when you travel. Same application, same documents — only the timing differs, and the timing is the part that fails.

Being early is a virtue everywhere else in travel admin. Here it is the trap.

Yes. The ICP requires a passport valid for no less than six months, and GDRFA Dubai applies the same six-month rule to both the passport and the qualifying document behind a visa on arrival. That second half is the one that catches people — a US visa, a UK residence card or a Canadian permit has to clear the bar too.

If either document falls short, renew it first and build the rest of the file afterwards. Every other document in the set — the ticket, the hotel, the insurance — is cheap to redo. A passport appointment is not.

Yes, and the government says so itself. The official portal warns that visa-on-arrival arrangements “may vary from time to time” and advises checking before travelling. That is not boilerplate: the list demonstrably moved on 13-02-2025.

So build the habit rather than the assumption. What you read when you booked in March is not necessarily what applies when you fly in August, and the person who finds out at the airport finds out too late.

No — and be sceptical of anyone who tells you otherwise, including anyone selling you documents. Eligibility for a visa on arrival makes you a candidate. An approved entry permit gets you to the counter. Neither replaces the officer’s decision, and no paperwork anywhere does.

What a complete, consistent, verifiable file does do is narrower and genuinely worth the effort: it removes the avoidable reasons to stop you. The missing return ticket. The qualifying permit that expired last month. The passport with five months left. Those are the failures that are entirely within your control, and they are the ones that actually happen.
