The first Portugal question worth settling is not what goes into the file. It is who reads it. Portugal divides India between two posts, and the line it draws sends applications from Mumbai and Pune straight past Delhi to a consulate in Goa — which means the checklist a Maharashtra applicant should be building against is not the one most search results hand them.
Maharashtra answers to Goa, not Delhi
The Consulate General of Portugal in Goa holds Goa, Maharashtra and the Union Territories of Daman, Diu, Dadra and Nagar Haveli. The rest of India — along with Bangladesh, Nepal, Sri Lanka, the Maldives and Bhutan — sits with the Embassy of Portugal in New Delhi. The two posts publish their own checklists, so a Pune engineer and a Panjim retiree work from the same list while a Bengaluru applicant works from a different one.
Neither post takes the application across its own desk. The Embassy states that the only service provider authorised to file Portuguese visas is VFS Global, and that applications are submitted and paid there. It also sets a residence condition that catches people who have moved recently for work: you must have been legally living in the relevant consular jurisdiction for at least six months before you apply.

Portugal then adds a step that most Schengen files never involve. VFS Global’s Portugal page for India states that applicants submitting at the Mumbai and Pune centres — adults and children alike — have to appear for a personal interview over Skype with the consulate if they have not travelled to any Schengen country in the previous three years. If this is your first trip to Europe and you live in Maharashtra, plan for that conversation rather than being ambushed by it.
Portugal asks for a reservation, and says so
Read the ministry’s own short-stay list and the wording is unusually direct. Under return transport it says “Travel reservation (return ticket)”. Under accommodation: “Hotel reservation (if applicable) or statement of responsibility”. Then travel medical insurance, and proof of means — a work certificate showing salary plus the last three bank statements.
Three of those items are the ones we issue. The hotel booking works the same way at the property’s end. The insurance certificate is issued by a licensed insurer and states its own limits.
Why hold rather than buy: the ministry allows the consulate 15 calendar days from admissibility to decide, extendable to 45 in individual cases. Paying for tickets that early commits money to dates a consulate has not yet approved. A held reservation carries the same information without that exposure. It does not make the case for you — the decision belongs to the consulate, and it is weighing your funds, your ties and your purpose. What it removes is a gap where a document was expected.
€75 to land, €40 for each day after
Portugal publishes its subsistence floor as an actual number, which few Schengen states do so plainly: €75 for each entry and €40 for each day. Ten days in the Algarve therefore starts at €475 a head before anything discretionary. The ministry also allows a statement of responsibility signed by a Portuguese citizen or legal resident in place of showing those means yourself, which is the route most family-visit files take.
Treat the figure as the floor it is. Clearing €475 does not make a file strong; the consulate is still reading three months of bank statements against the trip you have described, and a balance that appeared last Tuesday reads exactly as it looks.
Insurance: the amount is fixed, the dates are where files fail
Portugal requires travel medical insurance of at least €30,000 covering medical repatriation and emergency medical or hospital treatment, valid across the territory of every Member State. The VFS page for India states the same threshold as €30,000 / USD 50,000 / CHF 50,000 per person.
Neither the ministry nor the VFS page publishes a list of approved insurers for Portugal, so what is examined is what the certificate says rather than whose logo sits on it. If a counter tells you otherwise, ask for that instruction in writing before you buy anything. Applicants issued a multiple-entry visa additionally sign a declaration acknowledging that they must hold insurance for later trips too.
Where your Schengen border actually is
Lisbon (LIS) is the usual gateway, with Porto (OPO) and Faro (FAO) taking the north and the Algarve. What decides where you first meet a border officer, though, is not the destination but the connection. Route through Doha, Dubai or Istanbul and Lisbon is your first Schengen crossing. Route through Frankfurt, Paris or Amsterdam and you cross into the Schengen Area there, hours before you see Portugal.
That matters more since 10-04-2026, when the European Commission confirmed the Entry/Exit System fully operational at every external Schengen crossing point. Your first entry after enrolment takes a facial image and fingerprints and creates a digital record instead of a stamp, and it happens at whichever country you land in first. The officer there can also ask to see the accommodation, funds and insurance you built the file around. None of this changes what the consulate wants; it changes how long the queue takes and which documents you keep reachable rather than in the hold.
Lisbon in, Porto out is a common shape for a Portugal trip and an open-jaw reservation reads perfectly well — provided both legs appear in it and the accommodation covers the nights in between, including the night you change cities.
When Portugal is the smaller half of an Iberian trip
Portugal’s own portal sets out which state is competent to decide: the state that is the sole destination; failing that, the state that is the main destination by length of stay counted in days, or by purpose of stay; and only if that cannot be settled, the state whose external border you intend to cross first.
Run it on the itinerary you actually have. Four nights in Lisbon and six in Seville and Madrid is a Spanish application, not a Portuguese one, however much the trip was sold to you as Portugal. The reverse is just as true: adding two nights in Seville to a ten-night Portugal trip leaves the file where it was. And a shorter appointment queue on one country’s calendar is not one of the criteria.
The five ways a Portugal file comes apart
- Hotel that misses a night. Cover arrival night to departure morning, every city, with no unexplained night in between.
- Insurance written to the visa instead of the trip. The ministry’s wording ties it to the stay.
- A flight reservation describes the planned route, dates and traveller names. It is separate from a paid flight ticket. Ask the team to confirm the arrangements for your application.
- Filing too late. The ministry sets not more than six months ahead and not less than 15 days before travel, but VFS Global’s Portugal-India page states applications are accepted only up to 15 working days before the travel date, excluding its own handling time — roughly three weeks, not a fortnight.
- The wrong checklist. Maharashtra is Goa’s, not Delhi’s. Build to the list published by the post that will actually decide your case.
